If I had to pick one thing, it’s the teachers. Not just bad teachers, the
whole system around them: crappy training, zero accountability, tiny
pay, and no real support.

In my opinion, it is the learning crisis, where students are physically in
school but not actually learning enough. This is probably the most
urgent. Many of the other issues (resource constraints, teacher training,
policy, infrastructure) are contributing to or symptoms of this learning
gap.
